O governador em exercício e presidente da Assembleia Legislativa de Minas Gerais (ALMG), Tadeu Martins Leite (MDB), sancionou a Lei 24.315, de 2023, que dispõe sobre a adoção de medidas voltadas para a defesa civil e a prevenção e a mitigação dos efeitos de acidentes e de atos violentos nas escolas da rede pública de ensino do Estado. A sanção foi publicada na edição desta terça (9) do Diário Oficial Minas Gerais.
A nova lei originou-se do Projeto de Lei (PL) 993/19, do deputado Sargento Rodrigues (PL), aprovado definitivamente, em 2º turno, na Reunião Ordinária do Plenário realizada no último dia 12 de abril.
Em seu texto, a nova lei prevê, logo em seu segundo artigo, como objetivos: promover a capacitação e o treinamento de alunos e profissionais da educação em procedimentos de prevenção e de emergência em caso de ocorrência de desastres, acidentes e atos violentos;
incentivar a criação de campanhas educativas sobre as ações de defesa civil e sobre a prevenção e a mitigação dos efeitos de acidentes e de atos violentos nas escolas da rede pública de ensino do Estado;
conscientizar os membros da comunidade escolar acerca da importância dos temas relacionados com a percepção de riscos e as formas de prevenção de desastres, acidentes e atos violentos no ambiente escolar e doméstico e em outros locais considerados vulneráveis;
incrementar as ações preventivas de segurança contra desastres em escolas situadas em áreas de risco;
incentivar a formação de brigadas de emergência e de equipes de monitores para auxílio especializado, no caso de situações de risco de desastres, acidentes e atos violentos no ambiente escolar;
A Lei 24.315 ainda estabelece as diretrizes das medidas em seu terceiro artigo: o desenvolvimento de metodologias de treinamento, que incentivem a participação dos alunos em procedimentos de prevenção e de emergência em caso de ocorrência de desastres, acidentes e atos violentos no ambiente escolar;
a divulgação de informações a respeito das ações de defesa civil e de prevenção e mitigação dos efeitos de acidentes e atos violentos nas escolas;
a realização periódica de exercícios simulados para aplicação prática dos procedimentos aprendidos;
a busca de cooperação intersetorial com órgãos e entidades da administração pública, entidades privadas sem fins lucrativos ou voluntários, de forma a promover o aproveitamento de recursos humanos especializados e a otimizar os custos das atividades;
a continuidade e regularidade das atividades relacionadas com a defesa civil e com a prevenção e a mitigação de acidentes e atos violentos nas escolas;
a articulação entre os sistemas municipais e estadual de ensino e a Coordenadoria Estadual de Defesa Civil (Cedec-MG) na implementação das ações de defesa civil no ambiente escolar;
a articulação entre os sistemas municipais e estadual de ensino, a Polícia Militar e o Corpo de Bombeiros Militar na implementação das ações de prevenção e mitigação dos efeitos de acidentes e atos violentos no ambiente escolar.
