Após reunião no Palácio do Planalto, o ministro da Fazenda, Fernando Haddad, anunciou nesta quinta-feira (18) que o governo federal fará uma contenção de R$ 15 bilhões no Orçamento de 2024 para cumprir as regras do arcabouço fiscal e preservar a meta de déficit zero das despesas públicas prevista para o fim do ano. Desse total, segundo o ministro, R$ 11,2 bilhões serão de bloqueio e outros R$ 3,8 bilhões de contingenciamento.
“A Receita fez um grande apanhado do que aconteceu nesses seis meses [na arrecadação]. O mesmo aconteceu com o Planejamento, no que diz respeito às despesas. E nós vamos ter que fazer uma contenção de R$ 15 bilhões, para manter o ritmo do cumprimento do arcabouço fiscal, até o final do ano, consistindo em R$ 11,2 bilhões de bloqueio, em virtude do excesso de dispêndio acima dos 2,5% [de crescimento acima da inflação] previstos no arcabouço fiscal. E de R$ 3,8 bilhões de contingenciamento, em virtude da Receita, particularmente em função do fato de que ainda não foram resolvidos os problemas pendentes [reoneração da folha de pagamento das empresas] junto ao Supremo Tribunal Federal, ao Senado Federal”, explicou o ministro, em declaração à imprensa.
Ele estava acompanhado das ministras Simone Tebet (Planejamento e Orçamento), Esther Dweck (Gestão e Inovação em Serviços Públicos) e do ministro-chefe da Casa Civil, Rui Costa. A decisão foi tomada após reunião com o presidente Luiz Inácio Lula da Silva.
Os detalhes sobre os cortes serão informados na apresentação do Relatório Bimestral de Receitas e Despesas, na próxima segunda-feira (22), como a queda na projeção de receitas e os aumentos de despesas. Em seguida, o governo deve editar um decreto listando as pastas afetadas pelos cortes. Tanto o contingenciamento como o bloqueio representam cortes temporários de gastos.
O bloqueio ocorre quando os gastos do governo crescem mais que o limite de 70% do crescimento da receita acima da inflação. O contingenciamento ocorre quando há falta de receitas que comprometem o cumprimento da meta de resultado primário (resultado das contas do governo sem os juros da dívida pública).
No caso do contingenciamento de R$ 3,8 bilhões, segundo Haddad, há maior possibilidade de que possa ser revisto, caso as negociações com o Senado para a reoneração da folha de pagamento de empresas de 17 setores da economia avancem, com a aprovação da medida pelos parlamentares, em acordo com o governo.
