Após um mês de discussões no governo, o pacote de corte de gastos está pronto para ser anunciado, disse nesta segunda-feira (25) o ministro da Fazenda, Fernando Haddad. Segundo ele, a data exata depende de uma conversa do presidente Luiz Inácio Lula da Silva com os presidentes da Câmara dos Deputados, Arthur Lira, e do Senado, Rodrigo Pacheco.
“[O anúncio do pacote] está dependendo agora de o Palácio do Planalto entrar em contato com o Senado e a Câmara. Tem que ver se os presidentes estão aí, estão disponíveis, mas enfim, nós já estamos preparados. Está tudo redigido já. A Casa Civil manda a remessa [da redação final dos textos] para mandar com certeza [ao Congresso] essa semana. Agora, o dia, a hora, vão depender mais do Congresso do que de nós”, disse Haddad ao sair do ministério.
Apesar de a previdência dos militares, ponto que entrará no pacote, ser definida por lei ordinária, o ministro ressaltou que o governo enviará uma proposta de emenda à Constituição (PEC) e um projeto de lei complementar ao Congresso. “A ideia é mandar o menor número de propostas possível”, justificou.
Em relação à PEC, Haddad disse que o governo pode pegar carona e incluir o pacote de corte de gastos na proposta que estende a Desvinculação das Receitas da União (DRU), mecanismo que desvincula até 30% dos gastos carimbados para qualquer finalidade. Isso porque a DRU perde validade no fim do ano e precisa ser aprovada ainda em 2024.
“A intenção é aprovar até o fim do ano pelo seguinte: há pelo menos uma PEC, mas talvez mais uma que deve ser votada esse ano. Por exemplo, a aprovação da DRU. Talvez nós aproveitemos essa PEC para, dependendo do julgamento dos congressistas, incluir, se concordarem, aquilo que foi matéria constitucional [do pacote de corte de gastos]”, acrescentou Haddad.
Haddad e o futuro presidente do Banco Central, Gabriel Galípolo, se reuniram com Lula pela manhã e à tarde no Palácio do Planalto. (COM AGÊNCIA BRASIL)
