O município de Nova Serrana se destaca, negativamente, em um indicador criado pelo Tribunal de Contas de Minas Gerais (TCEMG) para monitorar o cumprimento e qualidade das políticas públicas direcionadas a crianças de 0 a 6 anos. O estudo foi apresentado na terça (5), por técnicos do tribunal.
O relatório analisou indicadores relacionados a ações voltadas à primeira infância no âmbito dos municípios do estado de Minas Gerais, abrangendo as dimensões fundamentais: Saúde, Educação e Proteção/Parentalidade. O dado consolidado recebeu o nome de PRISMA – Primeiras Infâncias: Indicador Suricato de Monitoramento e Avaliação. Com a média das três áreas de referência, o Prisma classificou os municípios em quatro níveis: Violeta (Alto); Azul (Médio Alto); Verde (Médio Baixo); e Laranja (Baixo). Nova Serrana ficou classificada no nível laranja, junto a outros 15 municípios.
A aplicação do índice revela que, apesar de haver investimento público, ainda é baixa a efetividade das ações em parte considerável das cidades. Ao todo, os 16 municípios classificados como Laranja (grupo de alerta).
Câmara de Nova Serrana desarquiva o Plano Municipal da Primeira Infância
A prova da baixa efetividade de ações voltadas às crianças de 0 a 6 anos em Nova Serrana se encontra, por exemplo, na legislação municipal referente ao assunto. Em abril de 2024, foi lançada pela Prefeitura de Nova Serrana a construção do Plano Municipal pela Primeira Infância. O documento analisou e estabeleceu diretrizes, metas e ações para a promoção e desenvolvimento integral para crianças no município.
Encaminhado à Câmara Municipal de Nova Serrana, em outubro de 2024 (Projeto de Lei 87/2024), a matéria foi arquivada em dezembro, sem ser analisada pelos vereadores. Na ocasião, ocorreu uma obstrução da tramitação de matérias de autoria do Poder Executivo, por um impasse jurídico relacionado ao valor dos recursos financeiros do orçamento municipal destinado ao Poder Legislativo.
Em julho passado, a pedido do vereador Adilson Pacheco (PL), foi protocolado na Câmara de Nova Serrana o pedido de desarquivamento da matéria.
Três dimensões
A dimensão “Educação” é fruto da combinação dos seguintes dados: taxa de atendimento de crianças de 4 e 5 anos; taxa de atendimento de crianças de 0 a 3 anos; percentual de docentes da educação infantil com ensino superior; indicador de infraestrutura das escolas de educação infantil; presença dos seguintes profissionais no âmbito das unidades escolares: de saúde, nutricionista, psicólogo, assistente social, pedagogo, de alimentação, de segurança, bibliotecário e monitores; e existência de material pedagógico infantil.
Por sua vez, a “Saúde” engloba os seguintes indicadores: baixo peso ao nascer; altura adequada para a idade (0 a 5 anos); taxa de mortalidade de crianças até 5 anos; taxa de mortalidade neonatal (até 27 dias de vida); cobertura vacinal; cobertura da atenção básica; óbitos maternos; e mortes infantis por causas evitáveis.
Já os dados considerados para “Proteção/Parentalidade” foram: registro de casos de violência contra crianças de 0 a 4 anos; percentual de nascidos vivos sem o nome do pai no registro (certidão de nascimento); percentual do orçamento total gasto com conselho tutelar em 2023 no estado; presença de assistente social nas escolas (obs.: tal variável também consta na dimensão Educação).
