O Palácio do Planalto interferiu na disputa do Congresso e obteve importante vitória nesta segunda-feira (1), com a eleição do deputado Arthur Lira (Progressistas-AL) para a presidência da Câmara e Rodrigo Pacheco (DEM-RJ) ao comando do Senado. Lira conquistou 302 votos no primeiro turno, após uma disputa marcada por traições e denúncias de compra de votos. A escolha representa o triunfo do presidente Jair Bolsonaro, que venceu a queda de braço com o agora ex-presidente da Câmara, Rodrigo Maia (DEM-RJ), e do Centrão. Réu na Lava Jato e condenado em ações de improbidade, Lira não pode assumir o Planalto em caso de viagem de Bolsonaro, embora seja o segundo na linha de sucessão presidencial.
Conhecido pela prática do “toma lá, dá cá”, o grupo de partidos volta a ganhar protagonismo após cinco anos, desde que Eduardo Cunha (MDB-RJ) deixou a presidência da Câmara e foi para a prisão, em 2016. A eleição de Lira e Pacheco também significa um novo capítulo para o governo de Bolsonaro, que aposta em uma agenda mais conservadora do que liberal para conquistar novo mandato.
A nova configuração da cúpula do Congresso também muda a correlação de forças políticas para a disputa de 2022. Após quatro anos e sete meses à frente da Câmara, Maia sofreu uma derrota política ao não conseguir eleger Baleia Rossi (MDB-SP) como sucessor e ver o DEM, seu partido, se reaproximar de Bolsonaro. Baleia teve 145 votos.
“O plenário deve ser a voz de todos, e não a voz de um”, afirmou Lira, após a eleição. Seu primeiro ato, porém, foi anular uma decisão de Maia e dissolver o bloco de apoio a Baleia para a composição da Mesa Diretora da Câmara. Lira anunciou que um novo cálculo de proporcionalidade será feito hoje, o que pode excluir adversários da Mesa. Na noite de ontem, partidos de oposição já falavam em “golpe”.
No Senado, Pacheco fez um discurso de pacificação e prometeu independência em relação ao Planalto. “Comprometo-me a ouvir todas as forças políticas”, afirmou o senador, que teve o apoio de Bolsonaro e de Davi Alcolumbre (DEM-AP), hoje ex-presidente do Senado.
O governo comemorou o resultado da disputa. Bolsonaro postou mensagem à noite nas redes sociais, informando sobre a eleição de Lira, junto com uma foto na qual ele aparece cumprimentando o deputado. Os dois estão sorridentes.
