O contribuinte brasileiro terá que trabalhar até o dia 29 de maio de 2025 exclusivamente para pagar tributos. A constatação é do novo estudo elaborado pelo Instituto Brasileiro de Planejamento e Tributação (IBPT), que analisa a incidência de impostos, taxas e contribuições sobre a renda, o consumo e o patrimônio do cidadão brasileiro. O levantamento indica que a carga tributária efetiva sobre os brasileiros está, para esse ano de 2025, em 40,82%, o que representa 149 dias do ano dedicados apenas ao pagamento de tributos.
De acordo com a análise, o peso dos tributos na vida do cidadão brasileiro se mantém elevado, mesmo com pequenas variações ao longo dos anos. Para se ter ideia, em 2003, esse percentual era de 36,98%, chegando a ultrapassar os 41% em diversos momentos da década passada. Em 2025, os 149 dias de trabalho exigidos para quitar as obrigações fiscais equivalem a quase cinco meses inteiros, repetindo o número de dias do ano anterior, levando-se em conta que 2024 foi ano bissexto (366 dias), sendo que, no período base do estudo, tivemos o impacto da reoneração da folha de salários e o aumento recente do ICMS em dez estados.
“É estarrecedor constatar que, mesmo após décadas de altas cargas tributárias, se exigem quase cinco meses de trabalho do brasileiro só para custear o Estado. O pior é que, mesmo com essa elevada arrecadação, o cidadão não vê esse dinheiro retornar em serviços públicos de qualidade”, critica o presidente executivo do IBPT, João Eloi Olenike.
A composição da carga tributária, do rendimento médio do contribuinte evidencia que os impostos sobre o consumo ainda são os que mais penalizam a população: representam 22,73% da renda, no período pesquisado, ou seja, 83 dias de trabalho. Já os tributos sobre a renda – como o Imposto de Renda Pessoa Física consomem 15,06% da renda, equivalentes a 55 dias. Os impostos sobre o patrimônio, como IPTU, IPVA, ITCMD e ITBI, representam 3,03% da renda e demandam 11 dias. Somados, esses tributos totalizam os 40,82% e os 149 dias.
O estudo também apresenta recortes por faixa de renda. Os cidadãos com rendimentos mensais de até R$ 3.000 trabalham até o dia 29 de maio para pagar seus tributos, assim como quem tem renda média de R$ 6.500. Já os que recebem entre R$ 3.000 e R$ 10.000 (classe média) trabalham até o dia 22 de maio. Por outro lado, os contribuintes com rendimentos superiores a R$ 10.000 precisam trabalhar até 5 de junho, em função da maior incidência de Imposto de Renda em seus ganhos. Vide tabela abaixo:
Ao analisar o cenário internacional, o IBPT também converteu a carga tributária em relação ao PIB, dos países da OCDE em número de dias trabalhados. O Brasil aparece em 14º lugar, com 122 dias, atrás de nações como Alemanha (143), Itália (151) e Dinamarca (153). Apesar da diferença de carga bruta ser aparentemente menor, o grande diferencial é a qualidade dos serviços públicos prestados.
Metodologia
O estudo considera três faixas de renda – até R$ 3.000, entre R$ 3.000 e R$ 10.000, e acima de R$ 10.000 mensais – e faz a ponderação da carga tributária incidente sobre renda, consumo e patrimônio. A base de cálculo abrange o período entre maio de 2024 e abril de 2025, incluindo tributos federais, estaduais e municipais, como IRPF, INSS, ICMS, IPI, ISS, IPVA, IPTU, taxas diversas e contribuições. O rendimento médio foi utilizado como referência especial, nesse trabalho. O número de dias trabalhados foi calculado a partir da proporção entre esse rendimento e o total de tributos pagos. Dados internacionais foram baseados em estudos da OCDE (2023) e adaptados para conversão em dias trabalhados com base na fórmula: Carga Tributária/PIB x número de dias do ano.
O levantamento, em sua edição 2025, foi conduzido pelos tributaristas Gilberto Luiz do Amaral, João Eloi Olenike, Letícia Mary Fernandes do Amaral, Cristiano Lisboa Yazbek e Fernando Steinbruch.
