O plenário da Câmara dos Deputados aprovou nesta quarta-feira (7) o projeto de lei que cria o Programa Emergencial de Retomada do Setor de Eventos (Perse). O projeto prevê o parcelamento de débitos de empresas do setor de eventos com o Fisco federal, além de medidas para compensar a perda de receita em razão da pandemia de covid-19. A matéria segue para sanção presidencial.
Poderão aderir ao programa empresas de hotelaria em geral; cinemas; casas de eventos; casas noturnas; casas de espetáculos e empresas que realizem ou comercializem congressos, feiras, feiras de negócios, shows, festas, festivais, simpósios ou espetáculos em geral e eventos esportivos, sociais, promocionais ou culturais, além de entidades sem fins lucrativos. A relatora incluiu no texto aprovado buffets sociais e infantis como pertencentes ao setor de eventos.
O texto prevê alíquota zero do PIS/Pasep, da Cofins e da Contribuição Social sobre o Lucro Líquido (CSLL) por 60 meses e a extensão, até 31 de dezembro de 2021, do Programa Emergencial de Acesso a Crédito (Peac) para as empresas do setor.
A regra geral prevê desconto de até 70% sobre o valor total da dívida e até 145 meses para pagar, exceto os débitos previdenciários, para os quais a Constituição limita o parcelamento em 60 meses. Podem ser parcelados débitos com a Receita Federal e com a Procuradoria-Geral da Fazenda Nacional.
Para custear os benefícios dados ao setor de eventos, o projeto destina, além dos recursos orçamentários e do Tesouro Nacional alocados, 3% do dinheiro arrecadado com as loterias administradas pela Caixa Econômica Federal e com a Lotex.
Os deputados aprovaram a inclusão feita no texto pelos senadores da criação de indenização para as empresas de eventos que tiveram perda superior a 50% do faturamento entre 2019 e 2020, limitada ao valor global de R$ 2,5 bilhões. O valor a receber por empresa será definido em regulamento e calculado com base no pagamento da folha de salários entre 20 de março de 2020 e o fim da emergência decorrente da pandemia, a ser definido pelo Ministério da Saúde.
