Em sessão conjunta do Congresso Nacional nesta quinta-feira (14), senadores e deputados federais derrubaram o veto presidencial ao projeto que prorroga a desoneração da folha de pagamento de 17 setores econômicos e de pequenos municípios até 2027. No Senado, foram 60 votos pela derrubada do veto contra 13 contrários. Na Câmara, foram 378 votos pela derrubada do veto e 78 pela manutenção do veto presidencial.
Ao vetar a medida, o presidente Luiz Inácio Lula da Silva argumentou que a desoneração reduz a contribuição para a Previdência Social, sendo inconstitucional por não demonstrar o impacto financeiro orçamentário, nem indicar a compensação dessas perdas. Implementada em 2011 como medida temporária, a política de desoneração da folha vem sendo prorrogada desde então.
O Ministério da Fazenda vinha defendendo que a desoneração fosse discutida com a reforma tributária sobre a renda, a ser discutida em 2024. O governo também prometeu apresentar uma proposta alternativa à desoneração.

Aprovado pelo Congresso em outubro, o projeto prorroga até 2027 a contribuição para a Previdência Social de setores intensivos em mão de obra entre 1% e 4,5% sobre a receita bruta. Até 2011, esses setores contribuíam com 20% da folha de pagamento para a Previdência Social.
Os 17 setores beneficiados com a desoneração da folha são confecção e vestuário; calçados; construção civil; call center; comunicação; empresas de construção e obras de infraestrutura; couro; fabricação de veículos e carroçarias; máquinas e equipamentos; proteína animal; têxtil; tecnologia da informação (TI); tecnologia de comunicação (TIC); projeto de circuitos integrados; transporte metroferroviário de passageiros; transporte rodoviário coletivo; e transporte rodoviário de cargas.
