O governo federal autorizou o acesso direto de bancos e instituições financeiras ao perfil de trabalhadores com carteira assinada por meio do eSocial, para a oferta de crédito consignado a juros mais baixos, com garantia do Fundo de Garantia do Tempo de Serviço (FGTS). A medida provisória (MP) que cria o Programa Crédito do Trabalhador foi assinada nesta quarta-feira (12) pelo presidente Luiz Inácio Lula da Silva, em evento no Palácio do Planalto.
O Brasil conta hoje com 47 milhões de trabalhadores contratados pela Consolidação das Leis do Trabalho (CLT) atuando no setor privado. O eSocial é o sistema eletrônico obrigatório que unifica informações trabalhistas, previdenciárias e fiscais de empregadores e empregados de todo o país.
Agora, trabalhadores CLT, incluindo empregados domésticos, trabalhadores rurais e contratados por microempreendedores individuais (MEIs), poderão utilizar a carteira de trabalho digital para ter acesso a empréstimo mais barato nas mais de 80 instituições financeiras que já operam junto ao Instituto Nacional do Seguro Social (INSS).
“Não há nada mais milagroso para uma economia do que o dinheiro circular na mão de todos”, disse o presidente Lula, destacando o papel do consumo no desenvolvimento de um país. “É exatamente a capacidade de consumo que tem um povo que pode gerar a capacidade de industrialização que se pode fazer”, acrescentou.
O sistema do Programa Crédito do Trabalhador na Carteira Digital de Trabalho entrará em operação pelos bancos oficiais e privados a partir do dia 21 deste mês. Em até 120 dias, quem já tem um consignado ativo poderá fazer a migração para a nova linha de crédito na mesma instituição financeira. A partir de 25 de abril, os bancos também poderão operar a linha do consignado privado dentro de suas plataformas digitais. A portabilidade entre os bancos poderá ser realizada a partir de 6 de junho.
As taxas de juros de crédito aos trabalhadores devem cair de cerca de 103% ao ano para 40% ao ano.
Operação
Por meio do aplicativo da carteira de trabalho digital (CTPS Digital), o trabalhador terá a opção de requerer proposta de crédito diretamente com instituições financeiras habilitadas pelo governo federal. Para isso, o empregado autoriza o acesso a dados como nome, CPF, margem do salário disponível para consignação e tempo de empresa, em respeito à Lei Geral de Proteção de Dados (LGPD). A partir daí, ele receberá ofertas em até 24 horas, analisará a melhor opção e fará a contratação no canal do banco.
O desconto das parcelas será na folha de salários, mensalmente pelo eSocial, o que deve permitir que as taxas de juros sejam inferiores às praticadas atualmente no consignado por convênio. Após a contratação, o trabalhador acompanha mês a mês as atualizações do pagamento das parcelas.
Os limites do consignado para trabalhadores celetistas terão o teto de 35% do salário comprometido com o empréstimo e a possibilidade de usar 10% do saldo do Fundo de Garantia por Tempo de Serviço (FGTS) e o total da multa recebida por demissão sem justa causa para o pagamento dos débitos, em caso de desligamento do emprego.
