O presidente Luiz Inácio Lula da Silva sanciona nesta quinta (13) o projeto de lei aprovado pelo Congresso Nacional que retoma o programa habitacional Minha Casa, Minha Vida. A cerimônia de assinatura será realizada às 11h, no Palácio do Planalto, com a participação do ministro das Cidades, Jader Filho, e diversas autoridades.
Em junho, o Senado aprovou o projeto de lei de conversão da Medida Provisória 1.162/2023, que recriou a política pública federal. O programa atenderá famílias com renda mensal de até R$ 8 mil, em áreas urbanas, e de até R$ 96 mil no ano, na zona rural.
O texto já havia sido aprovado pela Câmara dos Deputados, também em junho, com alterações. Uma delas é a permissão do uso de recursos do Fundo de Garantia do Tempo de Serviço (FGTS) para projetos de iluminação pública, saneamento básico, vias públicas e drenagem de águas pluviais.
Há previsão de aplicar, no mínimo, 5% dos recursos do programa no financiamento da retomada de obras paradas, reforma ou requalificação de imóveis inutilizados e construção de habitações em cidades de até 50 mil habitantes.
Outra mudança é o desconto de 50% na conta de energia de quem for inscrito no CadÚnico, cadastro dos programas sociais do governo.
Fim da exclusividade
A lei tira a exclusividade da Caixa Econômica Federal como operadora do Minha Casa, Minha Vida.
Com a mudança, bancos privados, digitais e cooperativas de crédito poderão operar no programa, desde que forneçam informações sobre as transferências ao Ministério das Cidades com identificação do destinatário do crédito.
O presidente Lula vem defendendo uma ampliação ainda maior da faixa de atendimento do programa para contemplar segmentos da classe média, com renda mensal de R$ 10 mil a R$ 12 mil. (COM AGÊNCIA BRASIL)
