O presidente da Assembleia Legislativa de Minas Gerais (ALMG), deputado Agostinho Patrus (PV), assinou, na tarde de ontem (13), a promulgação da Proposta de Emenda à Constituição (PEC) 68/21, que foi transformada na Emenda à Constituição 109, de 2021. A emenda garante o repasse direto aos municípios de R$ 1,5 bilhão. Esse valor é parte dos recursos do acordo firmado pelo governo estadual com a mineradora Vale, em reparação a danos causados pelo rompimento de barragem em Brumadinho em janeiro de 2019.
As localidades foram divididas em nove faixas populacionais. No quarto nível, onde Nova Serrana se encaixa, estão as cidades que receberão R$ 7 milhões. Em nota, a prefeitura informou que os recursos extraordinários serão utilizados na canalização do ribeirão Fartura, no trecho entre as ruas Vereador Jesus Martins e Vereador Lélis Camilo, no Centro. Outra parte dos recursos será utilizada em recapeamento asfáltico.
A prefeitura informou ainda que, até 2019, o Estado devia R$36,6 milhões ao município. Contudo, foi feito um acordo e o valor chegou a R$25,2 milhões a serem pagos em diversas parcelas. Até o mês passado já foram pagos cerca de 10,3 milhões.
– Repasse direto aos municípios
Os recursos serão transferidos às prefeituras por transferências diretas. O dinheiro destinado aos municípios será utilizado para preencher lacunas locais. Os termos do acordo judicial firmado entre a Vale e o governo de Minas Gerais, por seu turno, impedem que os recursos sejam destinados ao pagamento de salários, por exemplo. As cidades deverão apresentar ao Tribunal de Contas do Estado de Minas Gerais (TCE-MG) relatórios detalhando a execução na parte que lhes cabe na emenda de R$ 1,5 bilhão.

O Plenário da ALMG aprovou, nesta quarta-feira (14), em Reunião Ordinária e de forma definitiva, o Projeto de Lei (PL) 2.508/21, do governador Romeu Zema, que autoriza a utilização de R$ 11,06 bilhões oriundos de parte do acordo judicial firmado pelo Poder Executivo com a Vale. Como o PL 2.508/21 tramita em turno único e também teve sua redação final aprovada, pode seguir para sanção do governador.
