O Plenário do Senado aprovou nesta terça-feira (20) a proposta que estabelece regras de transição para o fim da desoneração da folha de pagamento de 17 setores da economia, entre eles o calçadista, após acordo entre o governo e o Congresso Nacional. A matéria seguirá para análise da Câmara dos Deputados.
O projeto aprovado, em votação simbólica, mantém a desoneração da folha de pagamento para esses setores integralmente em 2024 e prevê a reoneração gradual entre 2025 e 2027. A retomada gradual da tributação a partir de 2025 terá alíquota de 5% sobre a folha de pagamento. Em 2026, serão cobrados 10% e, em 2027, 20%, quando ocorreria o fim da desoneração. Durante toda a transição, a folha de pagamento do 13º salário continuará integralmente desonerada.
Para municípios com até 156 mil habitantes, a retomada da contribuição previdenciária também será escalonada: até o fim deste ano, será de 8% e no ano que vem, o percentual será de 12%. Em 2026, será de 16%, chegando aos 20% em 2027, no fim do período de transição.
No ano passado, o Congresso havia aprovado a manutenção da desoneração da folha, mas o presidente Luiz Inácio Lula da Silva vetou trechos da Lei 14.784, de 2023. O Congresso derrubou o veto e o governo recorreu ao Supremo Tribunal Federal, que deu prazo até 11 de setembro para que o Congresso e o Executivo buscassem um acordo sobre a desoneração.
Medidas de compensação
Após acordo entre governo e Congresso, foram definidas medidas de compensação para a renúncia fiscal com a manutenção da desoneração, que foram incorporadas ao projeto.
Entre as medidas estão a atualização do valor de bens imóveis junto à Receita Federal, aperfeiçoamento dos mecanismos de transação de dívidas com as autarquias e fundações públicas federais e medidas de combate à fraude e a abusos no gasto público. (COM INFORMAÇÕES DA AGÊNCIA SENADO)
