Eles propõem diretrizes das políticas públicas, fiscalizam, controlam e deliberam sobre elas. São órgãos de Gestão Pública vinculados à estrutura do Poder Executivo, ao qual cabe garantir a sua permanência. Ou seja, é um espaço democrático, que muitas vezes a sociedade civil se abstém de fazer parte por desconhecido e/ou desinteresse.
