O consumidor arcará, em 2022, com déficit de R$ 30,219 bilhões da Conta de Desenvolvimento Energético (CDE). A estimativa foi aprovada nesta terça-feira (26) pela diretoria da Agência Nacional de Energia Elétrica (Aneel) e pode resultar em impacto médio de 3,39% na conta de luz dos consumidores de todo o país.
O efeito varia conforme as regiões. Os consumidores do Sul, do Sudeste e do Centro-Oeste terão impacto de 4,65% nas tarifas. Para os consumidores do Norte e do Nordeste, o aumento será um pouco menor: 2,41%.
O resultado negativo de 2022 será 54,3% maior que o de 2021. No ano passado, a CDE registrou déficit de R$ 19,581 bilhões.
Fundo setorial que financia diversos subsídios ao setor energético, a CDE reúne nove subsídios para consumidores de baixa renda, rurais, produtores que utilizam fontes renováveis, distribuidoras de pequeno porte e cooperativas de eletrificação e produtores de carvão mineral. O déficit do fundo é repassado aos consumidores.
– Empréstimo
Mesmo com o fim das bandeiras tarifárias, o consumidor arcaria com gastos extras em 2022 para cobrir os impactos financeiros da crise hídrica do ano passado. O governo editou medida provisória autorizando empréstimo de um pool de bancos públicos e privados para as distribuidoras de energia serem ressarcidas.
Em março, a Aneel aprovou empréstimo, no valor de R$ 10,5 bilhões. Apesar de reduzir a alta da tarifa neste ano, a operação de crédito resultará em tarifas mais altas para os consumidores a partir de 2023. Isso porque caberá aos consumidores pagar o empréstimo em parcelas ao longo dos próximos anos, por meio de um encargo na conta de luz.
